From the article --
"According to a draft report by the Government Accountability Office (GAO) obtained this week by the New York Times, the number of attacks on civilian and security forces across Iraq remained at roughly the same level in March and April as at the end of last year, before the surge got underway in February."

The interesting thing about this war is the numbers.
Saddam had a million trained military people
We didnt kill them
THey didnt join us
they didnt surrender.
And if you assume only half of them want us dead.
we have a long way to go before they stop being able to kill us.
In the Past 4 years probably another million Iraqi Male Boys turned 18 and are now avaialble to kill us.
We cant stay if they dont let us.

Good point ...
One of the first things we did wrong after "mission accomplished" was to let Saddam's army totally disband and disappear.
We didn't try to contain them, but we also didn't try to gain their confidence and help and assistance and trust - just ONE of the many mistakes made by the administration after May 2003.
