Politics – Democratic presidential candidate Barack Obama did not promise to end federal oversight of the Teamsters in exchange for an endorsement, a union official said Monday.
The article is careful to point out that traditionaly the US president can not overide such legislation that mandates the union oversite.
However, it forgets, these are new times.
The current president has set new precedents, wherein he has instructed branches of the government not to enforce existing laws ( against torture; against environmental protection, against domestic spying ). This has been done with 'signing statements', with secret judicial overides from the Attourney General, and with mere lack of funding.
Whoever is president next, will have to restore the balance between the 3 branches of the US government.
Or not.

Red herring alert -
The dem candidates have said they believe the time for federal oversight of the Teamsters is over. But they are not seeking office in the branch of government empowered to make that happen. So what they said was opinion, not a promise of action.
