WASHINGTON (AP) -- Former secretaries of state James Baker III and Warren Christopher say the next time the president goes to war, Congress should be required to say whether it agrees. The Iraq war has fueled debate over how the White House consults Congress about going to war.

    About time...can't have a President hungry for war or revenge be able to just shoot from the hip. Good intel and discussion is needed with Congress first.

      Where was Baker when Congress debated going to war? Surely he saw the debate. They all voted, and even the Democrats gave their approval. If they didn't approve that would have been the time to speak up. They were so eager not to appear anti-American anti-war people they fell all over each other granting their approval. I hate to be the one to point this out, but James Baker, and Warren Christopher were senile in the 80s.
